    provides information about the Washington Monument, the

    - New Philadelphia
    tells the story of the first African American to plat and
    register a town before the Civil War. Born into slavery in
    1777 in South Carolina, Frank McWorter moved to Kentucky with
    his owner, where he married and earned cash as a laborer to
    purchase freedom for his wife and later himself. He bought a
    tract of military land in Illinois, where he and his wife
    planted and raised enough crops to eventually buy freedom for
    16 children, grandchildren, and great-grandchildren.

    - Presidential Timeline of the 20th Century
    features a multimedia exhibit of key events and decisions that
    U.S. presidents faced in the 20th century: the stock market

    The most recent Citizenship Matters, released by the National Center on Learning and Citizenship at Education Commission of the States, highlights the following:

    - Innovations in Civic Participation (ICP), a nonprofit organization that supports the promotion of youth civic participation through service, announces the release of a research report examining the presence of national youth service policies in 15 countries in Eastern Europe and the Balkans. Main findings from the exploratory study reveal that while none of the 15 countries in this region has a government policy for involving youth in service, movements to develop such policies do exist in several of the countries. The report describes these movements, as well as key barriers to the development of policies, and concludes with recommendations to policymakers for the creation of such policies.

    - The National Center for Learning and Citizenship at the Education Commission of the States recently hosted an ECS Staff Talking Points on the role of leadership in education policy and practice. James Comer, 1991 Conant Award Winner, and William Cirone, Santa Barbara County Superintendent of Schools and NCLC board chair, along with Rod Chu, ECS interim president, engaged in a lively discussion on leaders' roles and strategies to ensure student success.

    - A new study from the Corporation for National and Community Service finds that volunteer work gives poor teenagers a boost in confidence that can propel them to college, but other teens are more likely volunteers. The group said it found poor youth are more likely to volunteer with religious organizations than with youth civic or leadership groups.

    Emerging Scholars in K-12 Service-Learning

    CIRCLE and colleagues from Brandeis University and the University of California-Berkeley, are pleased to announce the Emerging Scholars participants in this year's special conference on K-12 service-learning research (held on June14-16). This is the first of a series of meetings on the topic.

The seminar is funded through a Catalyst Collective Action grant from the Service-Learning Leaders Circle, using funds generously provided by the W.K. Kellogg Foundation. The Leaders Circle is administered by the National Service-Learning partnership at the Academic for Educational Development.

    - The Idaho State Civic Learning Summit featured a presentation by Margaret Branson, associate director of the Center for Civic Education. In her remarks, Branson addressed the "daunting challenges" faced by the United States, noting that "Unlike other nations united by blood, language, or religion, Americans are united by our values and principles."

    - A new report, "The Learning Compact Redefined: A Call to Action", provides the impetus for educators, policymakers, parents, community leaders and other stakeholders to change the conversation about learning and schooling from reforming its structures to transforming its conditions so that each child can develop his/her strengths and restore his/her unique capacities for intellectual, social, emotional, physical and spiritual learning. ASCD convened the Commission of the Whole Child to create a broader definition of achievement and accountability that promotes the development of children who are healthy, safe, engaged, supported and challenged.

    Multiple State Membership and Citizenship in the Era of Transmational Migration

    Once a rare phenomenon, multiple state membership and multinational citizenship has become almost commonplace with the rise in transnational mobility. This compilation analyses transnational participation focusing mainly on the interests of individual people and their transnational networks. The focus lies on the perceptions, attitudes, experiences and views on membership and participation of people with dual/multiple citizenship and individuals with multinational background who hold a single citizenship. Eight contributions present findings from the international research project Dual Citizenship, Governance and Education: A Challenge to the European Nation-State (DCE) conducted in 2002-2006 in Britain, France, Portugal, Germany, Finland, Greece, Estonia, and Israel.
