At the recently completed Community of Democracies NGO Forum in Seoul, Korea, November 10-12, 2002, a series of commissions of the 300 or so delegates made recommendations about various aspects of the nonprofit sector for inclusion in the Conference Report. The commission on civic education was uniformly regarded as the most vital and energetic and yielded the most concrete results in a series of soon-to-be-published recommendations to make civic education more of a priority for individual nations as well as international organizations.

One of the reasons for the success of the Civic Education Commission was the presence of 13 Eurasian leaders of the Democracy Education Exchange Program (DEEP) and eight members of a sponsoring consortium of American educators that included leaders from the Constitutional Rights Foundation in LA and Chicago, the Social Science Education Consortium, The American Forum for Global Education, Street Law, Inc. and the Close Up Foundation.
